The U.S. Department of Justice, Federal Bureau of Prisons (Bureau) has prepared the 2017 Final Supplemental Revised Final Environmental Impact Statement (RFEIS) for the Proposed United States Penitentiary (USP) and Federal Prison Camp (FPC) in Letcher County, Kentucky. The September 2017 Final Supplemental RFEIS evaluates the potential environmental impacts associated with the revised design of Modified Alternative 2 – Roxana adopted by the Bureau after publication of the 2016 RFEIS. What's New?

In accordance with the National Environmental Policy Act (NEPA), the Bureau published the Notice of Availability of the 2017 Final Supplemental RFEIS for the Proposed USP and FPC in Letcher County, Kentucky in the Federal Register on September 29, 2017. The publication of the Notice of Availability in the Federal Register begins a 30-day review period after which the Director or Acting Director of the Bureau will issue the Record of Decision. Various federal, state, and local agencies, and other interested individuals and organizations were notified of the availability of the 2017 Final Supplemental RFEIS.

Public Involvement

The Bureau would like to thank the elected officials, federal, state, and local agencies, as well as the public for taking the time to review the 2017 Draft Supplemental RFEIS, attend the public meeting, and submit comments on the 2017 Draft Supplemental RFEIS.

The 45-day public comment period for the 2017 Draft Supplemental RFEIS began on March 24, 2017 and ended on May 8, 2017. During the 2017 Draft Supplemental RFEIS review period, the public was invited to provide comments on the 2017 Draft Supplemental RFEIS, which have been addressed in the 2017 Final Supplemental RFEIS.

Electronic copies of the 2017 Final Supplemental RFEIS may be downloaded from this website by selecting the “Supplemental RFEIS Document” tab above. Printed copies of the September 2017 Final Supplemental RFEIS are available for public review at the following local libraries:
